Eligibility for STQC Non-S&T Deputation Posts
Eligibility differs by post and is based mainly on the applicant’s present regular post, pay level and length of regular service. Candidates should compare their service record with the exact clause for the post they want to apply for.
Joint Director (Administration)
Applicants should be officers of the Central Government or State Government who either hold an analogous post on regular basis or have five years of regular service in Level 11 or equivalent. The notice also requires experience in personnel administration, general administration and finance matters, along with knowledge of computer operation.
Administrative Officer
The Administrative Officer post is open to eligible officers of Central Government, State Government, Union Territory administrations, PSUs or autonomous organisations who satisfy one of the prescribed service conditions: analogous post on regular basis; two years in Level 8; three years in Level 7; or eight years in Level 6. A Bachelor’s degree from a recognised university is also required. Relevant administration/finance experience and computer knowledge are prescribed.
Private Secretary
Eligible officers should either hold an analogous post on regular basis or be a Personal Assistant in Level 6 with five years of regular service in the grade or equivalent.
Assistant Section Officer
Applicants should either hold an analogous post on regular basis or be a Senior Secretarial Assistant in Level 4 with ten years of regular service in the grade. The notified duties involve personnel administration, APAR/MACP matters, grievances, accounts/budget, procurement, tenders and computer work.
Personal Assistant
Applicants should either hold an analogous post on regular basis or be a Stenographer in Level 4 with ten years of regular service in the grade.
Staff Car Driver Grade-I
Eligible applicants from Central Government, autonomous bodies or PSUs should hold an analogous post, or be Staff Car Driver Grade-II in Level 4 with six years of regular service, or have the prescribed combined service in Driver Grade-II and Ordinary Grade. The applicant must also have passed the Government-specified trade test.
Staff Car Driver Grade-II
Eligible applicants should either hold an analogous post on regular basis or be a Staff Car Driver Ordinary Grade in Level 2 with nine years of regular service, together with the prescribed trade test.
Age Limit
The maximum age for appointment on deputation is 56 years as on the closing date of receipt of applications.
Because the notice expresses the deadline as a 30-day period rather than one printed calendar date, candidates should calculate their age against the actual closing date applicable to the advertisement and ensure the application reaches STQC through the proper channel in time.
Deputation Period and Pay
The initial deputation period is two years and may be extended depending on vacancy position and performance. The advertisement states that the total period of deputation, including an immediately preceding ex-cadre deputation in the same or another Central Government organisation/department, should ordinarily not exceed four years.
Pay of selected officers will be regulated under the applicable Government of India deputation rules. The seven posts carry different pay levels, so candidates should check the post-specific pay level in the vacancy details.
Armed Forces Personnel
Armed Forces personnel who are due to retire or transfer to reserve within one year and possess the required experience and qualification may also be considered under the terms stated in the advertisement. Their deputation can run up to the date of release, after which they may be continued on re-employment as permissible.
Selection Process
The advertisement does not prescribe a written examination syllabus or a common test. Applicants submit their service particulars, qualifications, experience and employer-certified records in the prescribed proforma. The application declaration states that the information and supporting documents will be assessed by the Selection Committee at the time of selection.
Candidates should therefore ensure that the service history, pay level, experience and supporting records are complete and consistent with the parent department’s records.
Documents Required
The application is to be forwarded through the proper channel. The notification specifically requires or provides for the following records:
- Prescribed Annexure-A application/CV.
- Educational qualification details as per service records.
- Complete employment history and pay levels.
- Details of relevant experience.
- Attested copies of APARs for the last five years.
- Employer certification that particulars have been verified.
- Vigilance/disciplinary clearance.
- Integrity certificate.
- Statement regarding major/minor penalties during the last five years.
- Confirmation that the applicant can be relieved immediately if selected.
- Any additional qualification or professional-training documents relevant to the post.
How to Apply for STQC Non-S&T Recruitment 2026
This recruitment uses a proper-channel deputation process, so simply sending a CV directly to STQC is not enough.
- Choose only one post and verify deputation eligibility. Compare your present regular post, pay level and completed regular service with the exact eligibility clause in Advertisement No. 2(1)/2026-PA. Regal Naukri’s Government Job Eligibility Pre-check can help you organise a preliminary check, but STQC’s advertisement and your service records remain authoritative.
- Check the 56-year age ceiling. The age limit is measured on the closing date. You can use the Regal Naukri Age Calculator as a preparation aid once you identify the applicable closing date from the publication window.
- Download and complete Annexure-A carefully. Enter your service history chronologically and match the pay level, dates and nature of duties with official records. Do not omit a deputation or temporary posting.
- Prepare the parent-department documents. APARs, vigilance clearance, integrity certification, penalty statement and relieving certification are central to this application. The Regal Naukri Government Job Document Checklist can be used as an organising checklist before the file is sent for employer certification.
- Get the application forwarded through the proper channel. The employer section must be completed on official letterhead and the required records should be authenticated by the competent authority.
- Send the complete application to STQC. The prescribed application should reach:
Sh. Arunava Naharoy, Deputy Director STQC Directorate, Ministry of Electronics and Information Technology Electronics Niketan, 6, CGO Complex New Delhi – 110003
- Do not rely on email as the application method. The advertisement gives email addresses for difficulty/technical issues, while the actual application must be forwarded through the proper channel in the prescribed format.
For a broader explanation of document preparation and application verification, see Regal Naukri’s How to Apply for Government Jobs in India. For this recruitment, however, the deputation/proper-channel requirements in the STQC advertisement take priority over any general guide.
Important Candidate Cautions
- This is deputation recruitment, not fresh direct recruitment.
- Confirm that your parent organisation falls within the eligible categories for the specific post.
- Ensure regular-service duration is completed in the required pay level/grade.
- Do not treat STQC’s webpage archival date as a replacement for the advertisement’s 30-day deadline wording.
- APARs and employer certifications should be complete before dispatch.
- The notification allows posting locations to change in public interest.
- Do not send an unsupported direct application if your post requires forwarding through the proper channel.
